Abstract

The growing complexity and uncertainty of crisis response demand innovative approaches that integrate predictive intelligence with decision-making under dynamic conditions. Contextual optimization, sitting at the confluence of machine learning and operations research, offers a powerful framework for aligning data-driven predictions with real-world objectives. This paradigm excels in addressing the dual challenges of accurate demand forecasting and cost-efficient resource allocation, crucial in disaster response scenarios. By iteratively refining predictions and optimizing downstream outcomes, contextual optimization bridges the gap between abstract models and actionable strategies. This study evaluates and demonstrates the effectiveness of contextual optimization frameworks using a simulation-based methodology in earthquake response scenarios, highlighting their potential to significantly reduce unmet demand and total operational costs. The results underscore its pivotal role as a cornerstone for the next generation of efficient and responsive disaster management systems, emphasizing its adaptability to evolving conditions and ability to prioritize critical outcomes.
