The concept of digital resilience is becoming important in emergency management, due to the immense pressure toward digital transformations and numerous cyber threats against digital infrastructure that follows. This article suggest the need for incorporating cybersecurity dimension within emergency management and digital resilience to ensure business continuity of digital infrastructure if crisis hits. The reviews literature approach were conducted to decompose the digital resilience concept. This paper looks at key attributes of digital resilience, the role of technological tools, operational insights, and organizational practices in enhancing resilience. The study identifies research gaps, calling for holistic digital resilience approaches, cross-sectoral collaboration, and leveraging emerging technologies to enhance digital resilience in emergency management, derived from literature. Pre-crisis and post-crisis digital resilience strategies are examined as a basis for proposing the future research agenda.
